Try to drive without id and you can see what happen . of course when they checked your name with dvla (police says DL check) or if they found record on your name(name Check) you will not have any problem. Otherwise you will get arrested . Doesnt matter law pass or not. I m sure about this . You should have something like bankcard , bill , drivinglicence, passport or smilar.
BS...i lived in London for 14 years and not once did i ever get asked for an id nor any of my friends.
