I think this is a more appropriate reason why he said what he did:

The Cyprus problem is reportedly not on top of the agenda of the new UN Secretary General

Turkish Cypriot daily KIBRIS newspaper (03.01.07) reports that Mr Ban Ki-Moon has officially taken over the duty of the UN Secretary General after the completion of the term of office of Mr Kofi Annan on 31 December 2006.

Meanwhile, invoking UN sources, Turkish Cypriot daily AFRIKA newspaper (03.01.07) reports that Mr Ki-Moon is not yet focused on the Cyprus problem and this problem is not on top of his agenda. The paper argues that the new UN Secretary General keeps distance from the Cyprus problem and he does not consider it to be a problem which awaits urgent solution because there is no bloodshed on the island.

Its not really problem at the top of his list because there is no bloodshed on the Island, so there you have it!

Shed blood = Solution

No blood Shed = Solution moves to bottom of “Things too do list”
