As long as you occupy the homes and properties of 200,000 GCs, and deny them the right to have access to them and make use of their perspective incomes, there is no way a level playing field can be created. If you want to include in your above suggested parameters, the unconditional return of the GC properties that you illegally occupy, then perhaps your calls for a level playing field would be more sincere. There can be no level playing field, when one side occupies the properties of the other. Did you just forget this fact?
