Why do I have to apologise would that majority happen to be GC? being partially or totally acceptable means that the majority have to vote for it.

Surely this is a problem, bulgaria shall take away their citizenship and passports. however Bulgaria like i said before is not 100% member of EU. there are many restrictions regarding move of bulgarians within EU and my guess is that they are only virtually members of EU.
Bulgaria is a full fledged member of the EU. There are no restrictions on freedom of movement.
