There is no fixed time of change as there is in the UK. Its all alphabetical, they were originally 2 letters and a number but around 1990 went to 3 letters (AAA 001 being the first, they then ran upto AAA 999 before going to AAB 001), about 10 years ago the government dropped letters tha have no Greek counterpart so for example you won't find any plates with the letter J on them.

If somebody brings a car from abroad it's simply given the next reg avaliable, meaning you shouldn't rely too much on a number plate to define the age of a car, my ex bought a 1999 Japanese import which has a KAN (2003) registration.

Her's a few registrations that I know:

BBC: August 1992

ENM: November 1996

KAG: Feb 2003

KEK: October 2003

KKE: December 2004

KLD: May 2005

KMG: December 2006

The only way you are going to be 100% sure of the date of manufacture is to look at the log book / registration document.

In the log book it will state both and you can see at a glance if it's been imported / previously used in another country.

As cars in Cyprus keep in such good condition I agree it's difficult to guess the age just by looking and the reg number doesn't help if it's been imported --- in the UK we get a age related number if a secondhand car is imported and registered -- in Cyprus it's the first new registration number available.
