Eight Accession Chapters Frozen - Turkey
European Union (EU) foreign ministers have agreed to freeze eight out of 35 EU membership negotiation chapters with Turkey after talks lead by Finland failed to reach an agreement on several issues concerning Cyprus.
The main source of the dispute is Turkey's refusal to recognise the Republic of Cyprus and its continuing embargo on Cyprus flagged ships to its ports. The chapters that are to be suspended are those that touch on trade, transport, financial services and agriculture.
As part of its membership process, Turkey is obliged to recognise all EU members, including Cyprus, which joined in 2004. However, Turkey refuses to open its ports to Cyprus traffic until an economic embargo on the Turkish-Cypriots community in Cyprus is lifted.
There are no deadlines or ultimatums to be imposed on Turkey to pressure them to open their ports to Cyprus traffic.
"There has been no train crash - the train is still firmly on track. Eight chapters have been suspended - 27 out of 35 are not frozen, and there is every prospect that things will work steadily and effectively to make Turkey, in the fullness of time, a member of the European Union," said UK Foreign Secretary Margaret Beckett.
The EU ministers reiterated a promise to end the economic isolation of the Turkish Cypriot community. The Republic of Cyprus (RoC) denies that the Turkish-Cypriot community is isolated, saying that this claim is a "slogan" and a "myth". The government has also denied that Turkey's EU obligations are in any connected to a solution of the Cyprus problem, saying that it calls on Turkey to comply with EU membership obligations.
It's estimated that Turkey may join the EU by 2020.
