The Cause of Turkey's Cyprus Problem Is Turkey

It isn't the case that progress in the Cyprus problem was prevented by the Greek Cypriot vote against the Annan Plan ("Turkey's EU Bid Quietly Loses Steam," Politics & Economics, Nov. 2). The United Nations settlement plan was turned down in a free and democratically held referendum. One doesn't need to elaborate further on what the right to vote means, in terms of democracy.
