How can we solve it? (keep it civilized)

Oh, maybe too cynical - but not entirely cynical.

Perhaps we ought to start and also the refugees ought to start thinking of their will to return. If one man can move back what is to say that many more cannot. It may be that they are the ones who will make a change. By them moving back and reclaiming what is rightfully theirs the balance of power will change and a bicommunal / bizonnal Federation will naturally develop. If the stories are true and there trully is a private school in Kyrenia wheer the greek language is taught then Greek Speaking children can be sent there for education. Or perhaps the Cyprit government as is now can begin the process of introducing Turkish language at State schools. We do not need to wait for a solution to implement good-will peaceful processes.

Further to your coment and without any attempt to criticise it .... perhaps we as people on either side of the green line (may be it should be termed black line) think that it is chaotic.

I believe the Cypriot govenment ought to assist those refugees who moved from the South to the North have claim to their properties in the South and provide them with assistance restore them. I believe that there would be a natural progression to peace in Cyprus and the Cyprus govenment can make first moves to that.
