There are anumber of factors you need to take into consideration:
Build(ing) Factor: The maximum number of square metres that you are allowed to build expressed as a percentage of the land area - also known as covered area and sometimes building density.
Site Coverage: The maximum area of the site that can be occupied by a building’s ground floor expressed as a percentage of the land area.
Height and number of floors allowed.
Usage: What type of structures can be built on the site and their use.
As Lana has said, covered area includes the area that's covered by a roof. Depending on the design, it may also include covered verandas, balconies, open-fronted garages and other features that have the potential of being converted into habitable accommodation.
Basically, if you have a 1,500 sq.m plot with a 10% building density, the total covered area, as described above, must not exceed 150 Sq.m
Do not assume that because your land has a 10% build factor you'll automatically be granted planning permission. Eg. If the land is more than 600 feet from a public road, permission to build a dwelling on it will almost certainly be refused.
PS - We bought land and built our own house - it's the way to go if you have the time.
