TC Land in the RoC

How can we solve it? (keep it civilized)

I will only agree with you on one matter in this regard, that the only solution is a comprehensive settlement and that this will only come through negotiation. The TRNCs policies on land are absolutely deplorable given the situation in Cyprus and constitute one of the largest obstacles to a comprehensive settlement being found. With regards exchanged property refugees on both sides of the divide have experienced the difficulties you have described. Whilst your refugees must contend with a less healthy economy our refugees have had to contend with the fact that there has literally not been enough land to exchange theirs with in many cases having to leave the country to make a living. I am not saying in the least that this is the only facet of the Cyprus Problem or that there are not other obstacles caused by RoC policies, but as we are discussing this topic I will not sit here and pretend that this is not a large problem.

Isn't there an Immovable Property Commission that's supposed to be taking care of these cases? Why didn't Apostolides apply to them? The whole European Court of Human Rights is watching that commission, they might even refer him to that body.

In my view property commissions are not going to solve the problem of property in Cyprus, only a fully comprehensive solution can do that. In the meantime the two sides should adopt policies to try and protect refugee land as far as is possible so as not to exacerbate the problem and make a comprehensive solution far harder to negotiate as well resulting in lengthy court battles (e.g. Orams, Loizidou etc...).
