Strangers do not care what you are and expect nothing. But your family might not like it if they see you at the beach with a thong or topless (if you are woman).

I've seen many topless women wearing thongs in Agia Nappa. It seemed pretty normal there.
Most women on the beaches here in Limassol wear a bikini. Some wear thongs on busy beaches.
There is no rule on what to wear. I personally wouldn't go topless infront of families, or anywhere for that matter, unless I'm on my own private beach and there are no preying eyes.
Hehehe in the years i have been going there i dont think i have ever seen topless Cypriot on any of the beaches,
This year because of the holiday 1st and 2nd week in August we went to Konnos bay and im sure we were the only English amongst locals and not a topless in sight.
Guess where the best beaches are - in the north. My fathers house was about two miles west of Bogazi, 100 yards from the sea. You could walk for miles along deserted sandy beaches. I seem to remember that some of the beaches on the north coast were pretty good too.
I visited the north eastern tip of Cyprus last year, where Apostolos Andreas is located. The beaches there blew me away! The sand was so white, and looked as if noone had ever set foot there. So clean. The sea was a beautiful turquoise colour, and it was going on for miles. Totally out of this world.
