However, I do not think these people should be allowed to automatically think they can stay for a long time but I haven't seen any who are intending to do this.
In the late 1970's and 1980's when the Lebanons civil war was at its height and the Israeli's and Palestinians were using the country as a battlefield many Lebanese and other foreign nationals fled the country arriving in Cyprus as refugees.
On humaniterian grounds the government of President Kyprianou granted those refugees with no where else to go permission to stay in Cyprus, the others, mostly French nationals used Cyprus as a transit point to return to their mother country.
The first Lebanese refugees to arrive were the very wealthy who had little problem as you would expect in either staying on in Cyprus or seeking refuge elswhere. The refugees who arrived later had little or no financial means of supporting themselves and no alternative but to stay on in Cyprus until it was safe to return home or alternatively find work in another country that would allow them in.
The people who are coming out of Lebanon now are the lucky ones who are either ex-pats or holders of dual nationality, if the crap continues in the Lebanon expect to see many more Lebanese seeking asylum in Cyprus and elswhere.
