a friend of mine was born in cyprus in 1983 but lives is Lebenon, and both parents are lebanese and live there.

can my friend apply and get a cypriot passport?

my sister was born here in 1993, the first thing they told my mother is that she shouldnt even try applying for citizenship. 13 years later she did get it after lawyers involved.

Cince your frind was born here and lived all his life in lebanon, i dont think he is entitled to citizenship at all.
IS not like in UK where they has such rule in till 1980 i think. Whoever was born in UK automaticaly were granted UK Citizenship.

Yes she can get Cypriot Citizenship, and its well worth getting it for her. Your place of birth counts. It might take a while but things in Cyprus tend to. Your will need to check it out with the officials. The law changes all the time though.

She is entitled to Citizenship since she was born in Cyprus. My brother was born in Cyprus and I was born in England, when it comes to the law we are treated differently even though both our parents are Greek-Cypriots.

There is no point for Europe Citizen to apply for Cypriot Citizenship since it will not be much use. Europe citizens can come and go as they wish.
