Can anyone tell me how car insurance and Road Tax etc works in cyprus.

I have been to Cyprus and seen some seriously bad driving things that I have not seen before.

What happens in the event of an accident?

If you have an accident stop, call the police and wait.

so do you pay yearly like in the uk, and you build up no claims etc that make the insurance cheaper by the year.

and the road tax 6 months or a year

Insurance is yearly, road tax 6 or 12 months and mot every 2 years. all cheaper too. There is talk here of abolishing tax and putting it on petrol.
