Everything including the law is just a suggestion to Turkey.
Withdrawal of turkish Troops which maintian Ethnic cleansing on Cyprus- Turkey's response- UN resolutions and the Geneva Convention are just options,
Allowing Cypriot ships to dock and Cypriot Planes to land in Turkey - the EU hey hang on ....Turkey we weren't looking when we sign the accession documents.
remember that debarcle involving Loizidou it took Turkey 17 years to pay- Turkey's response - You want us to Pay ? Are you nuts?
everything is open to horsetrading. you name it Turkey will bargain- Human Rights, International Law, EU accession. What are these Europeans getting themselves into?

I agree with you Agios. With such mentality even if we had agreed on Annan plan who knows if they would respect their part of the agreement? How can we trust them that they will respect any agreement when they never honor their signature?
