The UK Government would know for the most part how many citizens they have in Sudan, and would have arranged the assets to get them all out. Yes, that is a responsible Government that will not abandon its people.
Once the order is given, the military would have planned all the necessary logistics and aircraft to make it happen.
However, it is only normal that diplomats and agents, some of which might even be Mi5 attachments or attachments related to different branches of Britains Security Apparatus and Intelligence services, to get out first. That is because, they are the most vulnerable people and the most likely to be taken hostage. It has happened before. And that would pose a significant challenge for the UK Government and may even necessitate a military response, which is something that is best avoided. It get's too messy and people will be killed.
After these people are out, other UK citizens will follow on other aircraft.
Not only this, but other countries have agreements with the UK Government - in particular, Australia and New Zealand and maybe Canada as well.
I know Australian citizens are allowed to get a ride, and I believe UK Citizens are allowed to get a ride on Australian Aircraft. I also know Canadian Citizens get a ride on Australian aircraft as well, so everyone pitches in to help each other.
No one gets left behind. Unless they choose to stay behind that is because no one is forced to go.
I believe the Amerikans would allow UK Citizens as well, especially if they have space. I do know for a fact that Amerikans will take Aussie and Canadian nationals. They would not leave them behind.
It's a humanitarian response by all.
Diplomatic Missions and Embassies abroad encourage citizens to register with them when abroad, even if let's say an Aussie Citizen visits Cyprus and there is somekind of war between Cyprus and Turkey, so they can plan the evacuation of citizens through the British Base.
