You can only be grid-tied or recharge your own power bank with a solar power system. With grid-tied "net metering" your meter will be changed and it will spin in both directions, instead of the one direction it spins now. One direction will be for the consumption of energy, the other in reverse will be for the production of energy. What your meter reads or ends on will be the net amount (production minus consumption) that you will either pay for in case of net consumption or have credited to your account in case of net production.
Your solar power system will produce energy or electricity, in terms of KWh's and be fed to the grid, which is the EAC's "power bank". If you produce 1000 KWhs and consume 1200 KWh's, the EAC with charge you at whatever rate (peak & non peak) for the extra 200 KWh's you consumed.

If I understand you right; If I have a positive production balance of 1000kWh by the end of Q3 and consumed 1000 kWh more than I produced in Q4, they wouldn't charge me anything for those 1000 kWh used?
And if I only consumed 300 kWh more than I produced in Q4, they would just write those 700 kWh off by January 1st?

If at the end of Q3 you have 1000 KWh's credited to your account from previous months surplus production, you can use that in Q4. But remember, during Q4, you will still be producing some energy. If at the end of Q4, you have a surplus of another 1000 KW's, they will keep it and reset your counter. If you end up consuming the 1000Kwh, plus whatever you produce in Q4 and another 300 kwh, they will charge you only for the extra energy (300 KWh) consumed that you didnt produce.
They reset your counter, so they still have a chance of making money from you by reselling the free surplus energy you produce to another household.
I would add that this needs to be double checked. The last time I checked was years ago and this was the case, and I am confident it still is. I was investigating the profit potential of this scheme. Until I realized that you cant actually earn anything from doing this in Cyprus. You can only save money from your electricity bill.
