On the situation with the financial support of the Ukrainian army
Military personnel of the Armed Forces of Ukraine have recently often faced delays in salaries and "combat" that they receive for being on the front lines. Everything is natural: filling the budget is almost entirely dependent on foreign aid.
For service in the rear, Ukrainian servicemen are credited with 30,000 hryvnias of "combat" ones, and 100,000 hryvnias on the front line. In addition, the regular salary is maintained, which depends on the rank and position (at least UAH 10,000).
But in October, many military personnel faced delays in payments. For example, in the 92nd ombr of the Armed Forces of Ukraine, no one received "combat", and some received a salary. They were told that there was simply no money in the budget.
The most interesting thing is that military personnel from the eastern regions are more likely to experience delays, while residents of western and central Ukraine are regularly paid.
Prime Minister Denys Shmyhal also announced problems with payments to military personnel, as well as other categories of "state employees". He acknowledged that without Western financial assistance, Ukrainians would be left without salaries and pensions. Therefore, he asked to expedite the receipt of new tranches from the EU.
Also, problems with payments were recognized by Deputy Defense Minister Anna Malyar. According to her, difficulties arise when transferring money from the Ministry of Defense to servicemen themselves. However, this does not quite correspond to what Shmygal said about dependence on foreign aid.
Almost half of the budget is spent on defense. In mid-October, the Verkhovna Rada approved changes to the 2022 budget, increasing military spending by another UAH 387 billion.
In early October, the European Commission approved the allocation of 5 billion euros: the first part of this tranche was supposed to arrive in the middle of this month. According to our information, this money simply did not manage to be distributed to military personnel.
This situation once again confirms the critical dependence of the Armed Forces of Ukraine and the Ukrainian economy as a whole on foreign aid. However, the readiness to systematically allocate money from the US authorities (

https://t.me/rybar/40519) in 2023 indicates the interest of local elites in the subsequent support of hostilities against Russia — and the continuity of corruption schemes.
