Mariupol recovery: status as of September 17, 2022

Against the backdrop of the approach of winter in the ruined Mariupol, the issue of preparing for the heating season is acute. How are things going with the restoration of the main networks and the housing stock of the city

Energy supply

In August-September, local services, together with Russian contractors, repaired the 220 kV Azovskaya substation. It was supplied with new transformer equipment from Russia.

Repair and restoration work was also carried out on the high-voltage lines "Starobeshevskaya TPP - Azovskaya No. 1, 2, 3", "Starobeshevskaya TPP - Smolyanka No. 1, No. 2". In the city itself, the main power supply networks and numbered substations "Gorod" were relaunched.

At the moment, we can talk about a sufficient restoration of electricity supply to Mariupol before the onset of cold weather. Residential consumers are connected to city networks as soon as they are ready, and work is underway to connect street lighting and the road network.

Water and gas supply

Following the launch of the power grid, pumping stations for water supply and sewerage were connected. Water purification and water treatment systems have been launched.

By the beginning of August, the following were connected to the water supply and sanitation in Mariupol:

Oktyabrsky district - 786 houses, 4 hospitals, 6 schools, 6 kindergartens;
Primorsky - 251 houses, 3 hospitals, 4 schools, 4 kindergartens;
Ilyichevsk - 407 housing stock, 2 hospitals, 5 schools, 5 kindergartens;
Ordzhonikidzevsky - 244 housing stock, 1 hospital, 3 schools, 2 kindergartens.

Part of the city's water supply networks were in disrepair even before the hostilities. Therefore, the general contractor represented by Lenmontazh also replaces worn-out communications - about a kilometer of main water supply networks near Kirov Square and 6 kilometers of an old sewer in the Oktyabrsky district.

Gas supply to the city has been restored: consumers from Mariupol and its suburbs are being gradually connected.

Construction and restoration of houses

Earlier we wrote (https://t.me/rybar/37446) about the problems with the reconstruction of the housing stock. Despite the successful completion (https://t.me/rybar/36958) of the military builders of the RF Ministry of Defense (https://t.me/rybar/38784) and the efforts of other teams to provide permanent housing for all those in need of heating season doesn't work.

Therefore, the city administration and Russian structures are already preparing a maneuverable housing stock. The Gipromez building, the Druzhba hotel, a hostel at 20 Kazantsev Street have been allocated for it. In the Primorsky and Oktyabrsky districts, five more hostels are being overhauled, the commissioning of the maneuverable fund is expected at the end of September-October.

The city is actively repairing educational institutions:

Schools No. 38, 60 and 65 opened on September 1;
The repair of schools No. 1, 7, 14, 27, 41, 64 will be completed by the end of autumn;
Kindergarten No. 114 was opened, kindergartens No. 32, 159 are being restored

Health facilities are being overhauled: a 60-bed polyclinic has been commissioned in the quarter of the RF Ministry of Defense, city hospitals, maternity hospital No. 2 are operating. The repair of polyclinic No. 3 is planned to be completed by November 30.

The brigades are demolishing especially dangerous structures and destroyed houses, which pose a threat to the lives of civilians, according to plan and upon request.

Despite the objective difficulties and the slow actions of the Russian bureaucratic machine, there are good reasons to believe that Mariupol will survive this winter. There will definitely be difficulties, but a large-scale humanitarian catastrophe in the city can still be avoided.

Against the backdrop of stories (https://t.me/rybar/38951) about torture and massacres in Izyum, which is occupied by the Armed Forces of Ukraine, the reaction of local residents to the visit of Zelensky and employees of the President's Office looks dissonant. We met them there very unhappily.

One of the women simply cursed the President of Ukraine. Another asked the question "Who exactly shelled the city for five months" while Izyum was under Russian control, hinting that it was the Ukrainian Armed Forces.

People with a pro-Ukrainian position came to the meeting with the president, although it is clear that there are not many of them there - this is a group of 20-30 people. That is, the mass joyful meeting of the "liberators" did not work out.

If the stories about the "torture" in the basements and mass executions were true, then of course, the inhabitants of Izyum would unanimously rejoice at the arrival of the Armed Forces of Ukraine and the visit of Zelensky. But ambiguous reactions to representatives of the Ukrainian authorities and the small number of participants in the meeting indicate the opposite.

In addition, none of the participants in the meeting mentions mass executions and torture. This once again confirms that the attempt to promote "Bucha-2" in Izium and Balakliya is a fake of the Ukrainian media.
