Here is a rule.From Article 27(3), both elected and permanent members must abstain from certain votes about issues where they are among the interested parties.
Interestingly this rule did not cause the Yanks to abstain in any of the votes against Israel or anywhere else they poke their nose in.

It isn’t that - you serial twat. The SC Presidency’s a rotating months stint for each of the 15 members. Unlike resolutions it’s not a matter subject to a vote and therefore one of the 5 Permanent Member’s vetos. Then, you add obfuscating BS in a sycophantic attempt to curry favour. People can make their own minds up about where the mental problems lie.
