It doesn't matter how many times in history the scenario's been played out it still tends to work on a majority of occasions.
You take a country with a clearly differentiated minority group of your own ethnicity. Initially arming and financing a small group of local supporters then, when they act - and the local government inevitably takes action - you play the "persecution" card. Sometimes covertly assisting them with your own military (variations on the "green men" theme). That, helped by your well-oiled propaganda machine, through which you nurture resentment on both sides. Not neglecting your domestic audience. When anger reaches widespread fever pitch (often post a deliberately engineered atrocity) you light the "Genocide" fuse. At which point, usually to great domestic acclaim, you're naturally forced to "Liberate" your people, saving them from potential slaughter. In go the tanks.
Think about how many times that's happened. Whilst the Nazis get most of the "credit" you don't really have to look that far - in time or distance.
Post unification, Vietnam invaded Khmer Rouge Cambodia (for which I'm sure most of humanity thanks them). That, when the killing fields had only gotten through half the country's population. Moreover, throughout the 80s the Vietnamese carried out numerous incursions into Thailand.
