They were made public in Greece but not in Cyprus if I remember correctly. Makarios Drousiotis was able to access them and refered to them in a few Articles of his.
It was these papers that exposed the shooting down of the Greek Plane in 1974 and the gfact that they burried them all including the plane and pretended nothing had happened.
