It's not hard tp work out. Either he owns it and wants to build on it or it is government property and he will buy it when he chooses to build on it. Once the woods are burnt they can have building permission on it. So either he is doing it or who ever got him to start the fure has the plan.

No this is impossible in RoC. Nobody can build on Government land, there are serious consequences, let aside they would force you to demolish it sooner or later + take you to court.
Private forest lands usually have a 10% building factor. Within one donum you may build a really big house if you want. However the costs for bringing electricity and water and building a road may exceed the value of the house. Then what about internet?

Those who set fires on purpose usually do it for public revenge. Some are simply pyro-maniacs.
This summer there was fire at an area where dog trainers use to take their dogs. There was suspicion they were the ones who did it.
