It's one of the Government's Special Planes for Government Officials and the Intelligence Services.

It's one below our Air Force Fleet of VIP aircraft - Air Force 1. It's parked permanently on the RAAF Apron as Canberra is a RAAF Base. It's unmarked though and it's a Ghost Plane. It might be capable of Air to Air Refuelling.

The terrorists have more chance of going to Cyprus than they do Australia with our Border Controls and surveillance the way it is.

My understanding is that the plane is owned by the Government - ASIO and ASIC in particular. But that's just a guess. Government never divulges such information.
