Upon that failing I would shut the offending browser down and fire up another brand to see if it’s browser-specific.
If all browsers are behaving the same then I would shut all software down and thoroughly clean up the system… junk files, registry, services, etc.
If it’s only the one browser brand then I would investigate all its settings, add-ons and such, turn cache off and then on again, etc.
I wouldn't pretend to be proficient, like yourself, in these matters. It was always my - amateur - view though that the iPad environment was invulnerable against such things.
