He does not understand the problem. You can only solve the problem if you understand it. The reason for not reaching an agreement is very simple. Russia does not want a solution because she want's animosity in Nato's southern flank between Turkey and Greece and of course GC establishment no matter what political persuasion will do anything the Russians say.
