No it didn't give any such go ahead.
This has not been reported in the Australian Media.
It was picked up by some international media because disgraced former Australian Senator Larissa waters was trying to create maximum trouble to the big mining companies in the area. They want to shut mining down. Plus there is a proposal for the world's largest coal mine in Queensland with Adani Mining. The Greens are trying to stop it but it has been approved. So they tried to cause havoc by saying that the sludge from the dredging was being dumped on the Great Barrier Reef and the only outlets that picked it up was surprise surprise - Guardian, and BBC.
And believe me. If there was a dump within the Marine Park, the Australian Media would have jumped on the bandwagon. They didn't because they know it was fake or false.
No one has ever used the Great Barrier Reef as a dumping ground except for a Cypriot Flagged ship which resulted on an embargo against the entire Cypriot registered Fleet some years ago.
You are a victim of fake news. The Great Barrier Reef is an Australian Marine and National Park. Nothing can go on in there other than eco-tourism.
