Native Americans are not USA citizens automatically. If they wish to, they can be, otherwise, they are citizens of the, Indian Nation, which is comprised of many tribes. Native Americans have their own nation within the USA and are free to travel and live wherever they want within the USA. If they wish to travel outside the USA, then they need to be citizens of the USA to be able to get an American Passport. Many choose not to be citizens of the USA or have an American Passport.
