Cuban cigars have always been a favorite of US politicians despite all the animosity with Cuba and I don't exactly know how but I'm pretty sure many US politicians manage to get their hands on them which they share out at parties etc.

Menendez hated the Castro regime with a passion. Expected the same respect back from the Cypriots who were constantly asking for non recognition and trade embargo on the occupied areas.
