Yes but, not an equal partner, so I don’t think Turkey can do anything other than be given back it’s initial investment, which is about 1 billion USD I believe. If Turkey can’t be trusted with this high tech aircraft in light of their close ties with the Russians and the intended purchase of S-400 missile Defence system, USA and other partners can kick Turkey out of the program based on “National Security” alone.

Simply put, Turkey cannot be trusted with any such weaponry secrets, period.
