I could add an option where the user can modify which key does what but… you’ll then say I don’t understand it or I can’t find it!

Well you can make it any F key you want. Just make it one key not 2 simultaneous keys. All you need to do is then tell your users what the F key shortcuts do.
F11 is a Chromium standard.

And I do wish you all the best with that. Even if you never make a penny from such, if you enjoy doing it and learn from the process of doing it, I say go for it. I have said I have not and would not try your browser as it currently is, not to belittle you or your efforts but because it is just true. Given that I already have browsers that are 'good enough' for my needs, given that you are to me just an acquaintance and one I do not particularly like or trust and given that any risk is more than not bothering to try it at all and any effort to try it in a 'safe environment' is more effort than not trying it at all, I personally have not tried it. If you do get to the stage where you can get some kind of 'third party certification', something like this for example (https://www.websecurity.symantec.com/code-signing) then that may change the equation for me such that I am willing to give it a try. Where as just telling me I am stupid / paranoid / do not understand properly or as well as you - well that is not likely to change the 'equation' for me to be honest.
