I believe it is time for ALL the states in the USA to be able to have an open-carry weapons by the citizens. Public Relations is any Police Force's first priority. Indeed carrying a gun should be earned; the Police should not normally be carrying (lethal) weapons: the note book becoming their greatest asset. Information, the public interest, solves crime. An officer should learn that first by walking a beat, by learning who these people are he is working for, individually, simply by letting them know who he is. As the first-line officer, (the ones without guns) moving from beat to beat, they will get to know, and understand a lot of people, patience, and they will become experts at problem-solving; exactly the qualifications any police force needs in its Detectives.

Those who are trusted, by the public, and those trustworthy, under such conditions may move up to Tactical departments, where lethal force is an option, and where their use of firearms, and force, may be more closely monitored, and tutored, as a team, with behavioral improvement the objective, in all terms for safer engagements.

...it was the guy standing there, with his hands on his hips (like any civil servant, waiting, watching, with "nothing" to do) that told me everything.
