The incident with the Russian aircraft and the US destroyer was video recorded, went on for 45 minutes and was shown at the time on TV, although maybe not on CNN or BBC.
The US admitted the event had happened but made light of how the ship was immobilised and mainly complained about the Russian pilots mast top aerobatics over the ship and sea level manoeuvres as being ........ dangerous. (

I remember reading about the Israeli aircraft incident some time ago but, it was rubbished at the time, as you rubbish it now. The rest of the article is clearly stated as his opinion based on what he has been told by ex-intelligence sources and that he did not have the technical expertise to comment.
It would also be logical, although nothing but an opinion, that the recent movement of 4000 US troops and several hundred military vehicles, including a hundred tanks, from Bremerhaven to Poland could be linked to this line of thought.
Obviously, if you have been following events regarding Trump/Russia/CIA and the
'false news' accusations, this move is to counter the existential Russian threat to the US, Europe, the Baltic States and NATO ........... but why now? This apparent Russian threat has been there since at least 2004!
Using simple common sense; there is obviously a reason the US Navy would take 10 essential major military assets out of service, all at the same time or maybe the US is just not very good at planning maintenance schedules .... which I doubt very much. So maybe PCR is not is not far off the mark?
