A more accurate metric would be to count the number of embassies and consulates each country has.
If you do that, then the US citizenship and passport is probably the most powerful along with some other countries like the U.K, France, Australia and Canada.
It's important because travelers have foreign representation and can drop in on the consulate if they have a pressing need or get themselves into trouble.
Traveling without VISA is not really a valid metric since some countries are tightening their border controls which is a very smart thing to do in this day and age. It isn't an indication of the value of their passport but their overseas Foreign Affairs representation and Embassies probably are.
As with any indices, you can manipulate it to show certain countries in good light. But I would say the US passport is the one you would want over a Cypriot passport by far even though you might still need a VISA.
