Castro was an infinitely more cruel leader than Honecker for example, yet the latter has been held far more responsible for the poverty, torture and loss of life in his country than the first. He liberated the Cuban people from American decadence that had proliferated in the 30s, 40s, and 50s turning the country into a massive gambling and prostitution racket. After the liberation the Cubans survived with less but had their dignity restored.
Those he punished and exiled were American collaborators in the trashing of Cuba. Today’s Cuban community of Florida are the children of all the trash he got rid of in the 50s.
