In my experience as a British citizen who has set up in Cyprus as a sole trader, Cyprus is a business friendly place with a minimum amount of red tape. All you will need to do is go to the tax office and get a tax number and the social insurance office and get a social insurance number - and you willl have to start paying in there at once. That is all you will need. Of course, in due course you will receive an income tax form and you will have to complete that and pay income tax. The VAT threshhold is very low in Cyprus, so you will probable also need to register with the VAT office and get a VAT number, but that is not mandatory for getting a residence permit.
