The Deal (Leaked!) - What's been agreed to date:

1) Two autonomous Constituent States, One Federation

2) The power to make decisions will not be exclusively preserved by the federal government and neither by its federal parliament. The leadership of the country will ultimately be in the hands of various regions, who independently exercise their authority within their Constituent State domains.

3) The Federal State nevertheless will retain important powers in the area of foreign affairs, national defence, justice, finance, social security, important parts of national health and domestic affairs only. However, the communities within their Constituent States will have the power to establish and maintain foreign relations independent to that of the Federal umbrella.

4) Territorial adjustment has been preliminarily agreed as a 30%, 70% divide respective of the latest Turkish and Greek Cypriot population and other demographic, migration and minorities’ (foreign workers and visitors, long term visas) figures.

5) The main emphasis and structure of the new “United Federal Republic of Cyprus” will be based on a “partnership” between the Greek Cypriots and Turkish Cypriots, and also “power sharing”.

6) The elements involving the Treaty of Guarantee are still yet to be formulated and agreed to.

7) The issue involving the closed in fenced area commonly known as “Varosha” and “Maras” will be agreed upon in the next scheduled six meetings.

My long term prediction:

Nothing will ever be agreed upon because the Ottoman remnants are too greedy and too stupid.

They will continue getting the finger from the RoC for years or maybe even decades to come, until volatile Turkey eventually ceases to exist as a state in which case the Ottoman remnants will have no other option but to surrender and flee Cyprus.

Given enough time this is the only likely outcome.
