I think the point whatsisname has been making Tim is that the Leave camp weren't in a position to make any sort of such plans. It was the duty of the incumbent government to use the organs of State at their disposal in order to contingency plan for a possible exit vote. They didn't. A reflection of the PM's hubris. Negligence - in extremis.
Let's not forget what triggered this whole thing. It was Camoron's (that's not a spelling mistake) returning from Brussels having "renegotiated" and declaring that he could campaign "heart and soul" (peace in our time) for staying in. Who remembers that now?
That's what precipitated the vote. In or out depending upon the extent of your acceptance.
The reality of course is that he went to the EU naked. They knew that he'd painted himself into a corner and whatever they gave - or didn't give - him that's the way he was going to fall. There was never any way that Camoron was going to recommend a vote to leave. It was clearly inconceivable. Both Camoron and the Commission screwed up in that respect.
