you must be joking. where did you get 8%. 8% is the public land the tcs have by right never mind the private land. i gather 20% was on the table at 2004. 28% is what is going to be agreed and that is with or without bbf. your choice as to whether it will be with or without. get it?

in the south tcs have 450,000 donums/skales of land.
in the north gcs have 1.4 million donums//skales of land.
