...and if the Turkish Constituency was "given" a Territorial Jurisdiction where they have all the autonomy they want and need except Sovereignty (the right to cede and join another country), it would fail. Anything over 12% would not have a chance to thrive, as an exclusively "Turkish" place. Frankly under the conditions you're suggesting ioann, 8%, sounds like something that, as a people the so called TC can not refuse, the "Greeks", if they choose to leave it at that, may be convinced that the threat to them from such a position can be managed.
Cypriots want to be Cypriots, it is the other half, those who want to be "Greeks" and "Turks" that must look into themselves. Cyprus is not for sale, Cypriots are not chattel and they exist beyond the fairy tale of "Turks", and those not "Turkish" call them traitors or "Greek". Maybe "fair" would be a number like twenty percent; for the 7%, if "they" could buy this land, but, how can Turkey be repaid, there is not even enough money to pay Civil Servants on time. Cypriots, Turcophone or Grecophone, will want to live in Cyprus either way, and their rights will continue to be respected. A "Turkish" state as you've described is good for "Turks" only. In any case, in such a constituency, the vast majority of the island being not "Turkish", or more specifically being "Greek", would be prohibited.
...a Turkish Constituency may not be a bad thing, but an equal in power to the Federal Government would have to have a very significant price to it.
