I don't think you have, or if you had, you did not understand it.
Here is part of the article. Pay attention to the bold text please.
They are talking about rebuilding Varosha if and when there is a signed peace agreement and not before!
Turkish Cypriot building contractors have drafted agreements with Turkish contractors to rebuild Varosha, in the hope that a solution is found to the Cyprus problem.
Around two months ago, the Turkish Cypriot Building Contractors Association (KTIMB) agreed with the Turkish Contractors Association (TCA) to cooperate during and after the peace negotiations and jointly make use of the construction potential on the island after an agreement is signed.

Clearly you don't understand how the Media and Politics work for you to have quoted the above. When something so Substantial is displayed TO THE MEDIA, it's because it's already been agreed. Secondly, the "Rebuilding" means exactly that, the complete rebuilding of the area! If you know anything about the MARAS area you will have known that it's impossible to "Renovate" any of the buildings there due to the major disruption of the
Ground infrastructure due to the many years of neglect from the elements; Trees growing through the hotels, decaying of the buildings themselves, land shift and that also the buildings are not fit for human accommodation without their "UN-economical renovation". Thus, they are not worth renovating. In other Words, it's not Cost effective and would be FAR Cheaper to knock them down and use the land for newly built ventures.
Sad, unfortunately, but true! Try leaving your home untouched since 1974 and see if you are able to accommodate it - impossible!
The Rebuilding therefore is the complete Flattening of the infrastructure there and it's COMPLETE redevelopment.
If Turkey is Spending money....you know it's going to be theirs to stay! The TRNC still existing since 1983 should have been a hint on that one - Come on!
