Being civilized isn’t about having the latest digital TVs, smartphones, nice houses and hot cars. Such material possessions would constitute “technologically advanced” and perhaps “wealthy” but not necessarily civilized.
Saudi Arabia is one such extreme example of a country that has access to almost any technology it desires as a result of oil wealth, but is simultaneously mentally archaic and backwards and thus uncivilized.
To be considered civilized we need to be civil and that of course means courteous, gracious, caring, well mannered, gentlemanly, and so forth, but the West does NOT possess any of these characteristics either because it is constantly engaged in flagrant violations of international law against 3rd world impoverished and defenseless nations.
This recurring theme; that has become the hallmark of the West, is in direct contraction to civility and cannot therefore be ignored so to answer your question, the most civilized countries would have to be those that are both technologically advanced, law abiding, AND civil in their attitude towards their neighbors and other nations and I’ll leave that for you to decide who satisfies these criteria if any.
