Interestingly, it would imply in Cyprus, that the territory which has not been defined as a Constituency, can, by the population's own choosing apply and be accepted as a Constituency within a defined boundary...
...so while the Federal Government is superior, in that its Acts effect the whole, it is counterbalanced by having a force equal to it, the Constituencies, when united as a whole themselves.
Having a Turkish Constituency in Cyprus, does not mean that it is an equal to the Federal Government, it does not have an equal without the same desire, and existence, of a set of Constituencies.
