If you are a British citizen, as long as the UK remains in the EU, it is your automatic right to work or start a business in Cyprus or any other EU country. You will have to go to the tax office and get a tax number (if you are going to open a company, then it will be more complicated and you will need more than just an income tax number), go to social insurance and get an insurance number (and start paying self-employed contributions), then you go to the Immigration Department to apply for resident. As the VAT threshold is extremely low in Cyprus, you may also want to consider whether to register for VAT, and you may also want to consider whether to use the services of an accountant.
