1) each constituent state will have a government(legislature,judicial,executive) that will be different from the Central/Federal government2)
2)each states legislative and judicial branches will interpret and make laws consistent with the states and Federal constitutions....and the Supreme Court in each state will have a final say.
3) The Supreme Courts of each state will basically interpret a law according to the democratic will of its own state, regardless if the will of the whole country or central governments will, is different, obviously the court in the state will rule in favor of the will of its citizens...
Through these powers that the constitution will give to each Supreme Court and state, it wouldn't be hard to implement the Annan plan derogations(freedom of movement,freedom of property, freedom of speech, due process) by the TC constituent state....basically ending up with the same situation that we have today but with the Tc state, making it legal..... I think there should be an addendum to this video, explaining the parts and consequences of a federal solution
