Or you have lots of malware with open ports!
When was the last time someone (who knows what he’s doing) serviced and configured your Windows?

Probably there is a problem with your router (maybe a problem with iPad, but that is less likely). If you can't even stay connected when you are close to the router then I don't think interference is what is causing the problem. On one occasion my router was giving me weird issues which were solved by changing its AC adapter. I had another device in the past (digital receiver) which also gave random issues and the root of the problem was again traced to its AC adapter. So try a different (make sure it is compatible) AC Adapter for your router, and if that doesn't work then change your whole router... you can find some cheap ones that are quite OK. Router miscommunication could also be an issue. So if you were messing a lot with the settings try resetting the router (make sure you change the router password after you reset).
