The cy mail is reporting that Akinci is proposing a federal police force that is 50% GC and 50% TC and citizens can reside wherever they want under certain conditions.

Are the TCs also going to pay the 50% of the expenses of the federal police force? Same question for every other federal institution that they want more than their fair share. It is bad enough that they want more than 18%... but asking from the GC taxpayers to pay for their disproportionately large amount of public employees is adding insult to injury. And what are the "certain conditions" that he wants exactly?

There should not be any conditions, because that is just wrong to put conditions on where Cypriots can live in their own country. Secondarily, its also against EU principles.

As far as his 50:50 is concerned,this is just plain wrong. taking in to account the financial's, the TC's could never afford to pay 50% of anything they are participating in at 50%. But 50% of the police force, enforcing the law, these rogues, don't make me laugh. it just makes me want to cry.

Man, this man is just like his predecessors and he is just plain wrong but some fools are still optimistic about this round of talks. With this kind of sh!t being proposed I dont see the GC's agreeing and things going the same way as before. Fail. Enough said.

Is a country really a country when there are restrictions placed on where people can choose to live within the alleged "new country"...???

He is just proposing. If I remember well he continued saying maybe 40-60 is OK. The point is this is not part of the political equality. They do get effective say even with as much percentage as the land they will keep under their control ~ 25%.
It all depends what the Federal police will be doing and how many they will be in numbers. If we are talking for about 50 persons then the percentages are rather symbolic than anything.

50-50 presumably is the ratio in the Federal police force, which will have sepcific duties, ie ports, airports etc. I assume regular internal regional policing will be by local police.

This triple layered system is going to cost a mint, on the other hand it will have plenty of jobs for politicians to hand out. And hopefully plenty of rich tax payers to support it.

where is the third layer nikitas, in mars.
the top layer will have 5 people from each. so thats 10. is that what you are worried about.

and of course if you take away the functionality that will be performed at the top layer from the current system you will still have a huge saving.

...merit is what counts.

It could be a good idea to use the countervailing forces Cyprus has to secure Universal Principals.

Three layers, perhaps a better phrase would be three sectors, ie Federal, local GC, local TC police. Same goes for the civil service. Add the local government layer and there you have LOTS of positions to be filled, hopefully by competitive civil service exams, not by recommendations or party apportionment agreements.

An interesting point- EU residents have the right to apply for some of these jobs. It would be funny to have exclusion clauses to preserve "bicommunality" by excluding the members of the "other" community yet accept Poles, Finns etc in the civil service of either region.
