And even then i have heard of cases where the tenant may pay, depends on the initial agreement. The rental contract may not list every tax to be paid, but it is implied.

But I already pay the usage fee for the same bloody or should we say "shitty" pipes. The way I see it and understand it after getting some very useful replies here, the sewerage tax is some form of amortization cost levied for the costs the municipality incurred when building the sewerage network for a particular location. Hence they charge this to recoup their initial cost. Since the flat is not mine, why should I be the one bearing it, especially since there is not mention of it in the rental agreement?

Like many have explained… there’s a flat rate (I just paid €100 a week ago when I handed my application to the sewerage authority for "official connection" even though I physically connected it myself) and then there’s the monthly “usage” charge based on water consumption which should go to the tenant.
Just as you can’t expect the tenant to pay for the supply and installation of a electricity meter/counter you can’t expect him to pay for the plumber you hired to connect to the main!
