this is the problem with your average gc. you look at a report like that in total isolation and pretend you are whiter than white. so you can safely say from here as it is not mentioned that gcs did nothing to keep the tcs in enclaves.
there were no picking up of innocent civilians of the roads and the fields, killed and dumped in wells.
there were no barricades to stop the tcs for hours from going about their normal business
there was no restrictions on what tcs can carry with them
there was no need for any un escorts for travel especially for ambulances.
