Pyro why do you mention competition? In a true federation states do not "compete" since the implication of competition is that there is some kind of prize, such as one becoming more dominant than the other when the idea is equality between founding regions.

Personally I see a fair territorial settlement as a means to bring a general sense of justice to the two communities and a specific sense of justice to a maximum number of property owners. The viability issue does not arise when most of the population live in cities anyway and the urbanization trend is predicted to intensify world wide. Already the population of the world is mostly city dwellers.

In our history lessons in the UK, not Greece, we were taught that the Turks and Mongols shared a common central Asian area out of which they expanded between the 6th and 13th centuries and that one branch, the Seljuks, established themselves in a westward expansion into Persia and Byzantium.

These days we hear how the central Asian republics are called Turkic republics and I recall Ozal trying to establish ties with them back in the 90s and stressing the "common ancestry".
